As best i can tell, yes....so long as the marriage was lawfully contracted.

That means that the individuals had to be domiciled in Scotland.

Obvs, this is to deter folk just crossing the border for the weekend and coming back. However, theree is enough leeway in "domicile" that i am sure some folks will aim to establish domicile in Scotland for purposes of marriage...
